We hear this every week

Three sentences, three honest answers

«She has health insurance. If something happens, she's covered.»

For accidents at work it's not her health insurer that pays, but your accident insurance as the employer. If it's missing, the Ersatzkasse UVG steps in and bills you the premiums for up to 5 years back.

With ClinoAccident insurance is included in the simplified procedure plus, via IAS Ticino. Clino shows you where to tick the box.

«She has a B permit. Taxes are her business, right?»

No, yours: in the simplified procedure you withhold 5 % tax at source from the gross wage, whatever the permit. As the employer, you are liable for that tax.

With ClinoThe 5 % appear on every payslip; they go to IAS Ticino with the annual declaration.

«She also cleans for three other families. Surely someone has registered her already.»

Every household is its own employer: its own registration, its own accident cover. Without your registration, your cleaner builds up no AHV years.

With ClinoYou only register your own household. What the other families do remains their duty.

DRAG THE LINE: WHERE DOES YOUR HOUSEHOLD STAND?

Short and honest

Four questions, four clear answers

Do I really have to register her? She only comes every two weeks.

Yes, from the first franc.

Exceptions: young people up to and including the year they turn 17, and at most CHF 750 in wages per year, up to and including the year your cleaner turns 25.

What does it cost me in the end, all in?

Hourly wage plus roughly 18 percent. Plus CHF 19.90 for Clino.

FAK rate in the canton of Ticino: 1.9 %. Add 8.33 % holiday supplement and your contributions for AHV, IV, EO, ALV and occupational accident insurance. The calculator above shows the exact amount.

Go to the cost calculator

How long does it take?

Set up once. Then once a year.

The registration goes to IAS Ticino, by post, within one month of the start of employment. You may pay wages before that. Then, by 30 January, you declare the previous year's wages. Clino pre-fills, you sign and send.

And what if I just leave it?

Inspections are rare. You pay anyway.

In 2025 there were 239 inspections across Switzerland. It gets expensive anyway: the Ersatzkasse UVG and the AHV claim, as a rule, up to 5 years back, plus a monetary penalty of up to 180 daily units (AHVG Art. 87).

Ticino authority

Where do I register my cleaner in Ticino?

The responsible office is Istituto delle assicurazioni sociali. You first register there once as an employer (online form), then wage reporting runs through the AVSeasy portal.

First the employer registration with Istituto delle assicurazioni sociali, then AVSeasy.

How it actually works

  1. 1Register as an employer with Istituto delle assicurazioni sociali: online form «household staff» with your details, the cleaner (AHV number 756.…) and the start date.
  2. 2Istituto delle assicurazioni sociali confirms the registration and sends you your member number (a few days).
  3. 3With that number, request access to AVSeasy. Not before: the portal rejects the sign-up until you are registered.
  4. 4Report the annual wage in the portal: Istituto delle assicurazioni sociali issues the statement automatically.

Clino walks you through each step with screenshots and pre-fills the wage fields from your monthly payroll.

Straight to your city

Ticino: three wage floors

Ticino stacks three wage floors. The cantonal one is the lowest.

In Ticino three rules stack up: a federal NAV, a cantonal minimum wage and a cantonal standard employment contract. For your household they almost always come out at the same figure, just not the one in the cantonal statute.

Federal, from 5 hours a week

NAV for household work: CHF 20.35

The federal NAV covers household work from an average of five weekly hours with the same employer and cannot be contracted away. With four years' experience it is CHF 22.30, with a federal diploma CHF 24.55. Staff mainly occupied with childcare fall outside it.

Cantonal NAV, no hours threshold

The same table, two duties more

Ticino's cantonal standard contract for domestic staff covers every full- or part-time employment in the canton, provided the employee is mainly occupied with the work of the house, and its Art. 22 sets the same rates. With no hours threshold. On top come a thirteenth month (Art. 23) and continued wage payment from the first day of the contract (Art. 22c). You can only depart from it in writing.

Cantonal statute

LSM minimum wage: CHF 20.00

The cantonal minimum wage act sets CHF 20.00 for private households. That is below the other two floors, so it is not what you pay. It is the absolute line, and it governs where the federal NAV does not reach: below five weekly hours, or where the work is mainly childcare.

The rates are quoted before supplements. Art. 22 para. 1 states the hourly rates expressly without vacation and paid-holiday compensation. In its January 2026 guide the cantonal labour inspectorate works out CHF 20.35 + 8.33 % vacation + 3.6 % public holidays = CHF 22.78/h for an hourly-paid unskilled worker, and tests compliance against that figure. For a fixed monthly salary the same guide says those supplements are not owed.

Honestly: You do have one duty fewer in Ticino: the cantonal contract requires no daily-sickness-benefit insurance, and its Art. 19 only asks you to check at hiring that your employee has health cover. That is not a relief. Under Art. 22c the wage is owed from day one, and with no insurer behind it you carry that yourself.

How do I register my cleaner with the Istituto delle assicurazioni sociali (IAS)?

What minimum wage applies to a cleaner in Ticino?

In Ticino the cantonal standard contract for household staff applies: at least CHF 20.35 an hour from the first hour, unless the contract says otherwise in writing. Even then, the cantonal minimum wage of CHF 20.00 applies. From 5 hours a week the federal NAV at CHF 20.35 is binding anyway.

What child allowances apply in the Canton of Ticino?

Child allowance: CHF 215 per child a month. Training allowance: CHF 268 a month. As of 2026.

What is the simplified procedure (VAV) in Ticino?

It is optional and applies up to CHF 22'680 of annual wage per person and CHF 60'480 for all the household's employees together. Accident insurance (UVG) is only included if you choose the plus option when you register. Otherwise you take it out yourself with an insurer.

What happens if I don't register my cleaner in Ticino?

An employer who does not join a compensation office and settle the wages commits an offence under the AHV Act: a monetary penalty of up to 180 daily units (Art. 87 AHVG). On top come the social insurance contributions, as a rule back-dated up to 5 years.

What does Clino cost?

CHF 19.90 per month: flat rate. First 30 days free. Cancel monthly.

What does the AHV registration cost in Lugano?

Registration itself is free. Only the social contributions apply: AHV/IV/EO 10.6% and ALV 2.2% (split in half), plus the cantonal FAK contribution (employer only) and UVG, and the compensation office's administrative fee. Clino calculates all Lugano rates automatically.

From what wage must I register my cleaner with the AHV?

In a private household, AHV registration is mandatory from the first franc – across Switzerland, including in Lugano. Only young people up to the year they turn 17 and, for employees up to age 25, wages up to CHF 750/year stay exempt, unless the employee asks to pay contributions.
