If an employee lives in France, the simplified procedure is not available with the Basel-Stadt fund (double-taxation treaty). The ordinary procedure applies instead, and Clino guides you through that too.
Good to know for the France case: Basel-Stadt is one of the 1983 accord cantons: if your cleaner lives in France (G permit), no Swiss source tax is withheld, the wage is taxed in France. Once a year you need form 2041-AS.
